FCA Cracks Down on Misleading Motor Finance Compensation Adverts
The FCA has taken decisive action against Conclusive Financial Ltd, a claims management company operating under the name PCP Refunds, after identifying serious breaches in its advertising practices.
The firm was required to remove or amend its adverts and update its website to comply with FCA rules. Conclusive has since taken down the banned content.
Misleading Claims and Unauthorised Use
The adverts in question used edited and unauthorised clips of well-known financial expert Martin Lewis, alongside the FCA’s logo, creating a false impression of endorsement and credibility.
The FCA also raised concerns about claims that consumers could receive an average of £1,846 in compensation for motor finance cases, without any clear explanation of how this figure was calculated.
In addition, the firm promoted a “No Win, No Fee” service without properly explaining the associated costs, including potential exit fees. Crucially, consumers were not informed that they could submit claims themselves for free directly to lenders or through the Financial Ombudsman Service.

Raising Standards Across the Industry
This enforcement action forms part of a wider regulatory effort to improve standards across the claims management sector. A joint taskforce involving the FCA, Solicitors Regulation Authority, Advertising Standards Authority and Information Commissioner’s Office has been established to tackle misleading financial promotions.
Since January 2024, regulatory action has led to the removal or amendment of 899 misleading adverts by claims management companies, demonstrating a clear commitment to protecting consumers and ensuring transparency.
